Marlene Saint Martin, M.Ed. Graduate Student Researcher

Marlene Saint Martin is a Graduate Student Researcher at the Center for the Transformation of Schools, where she builds the participant profiles for the evaluation of California’s Bilingual Teacher Professional Development Program, translating enrollment, staffing, and credentialing data into a picture of each consortium’s reach. Marlene is a Ph.D. candidate in UCLA’s School of Education and Information Studies (Ed&IS). Prior to working at CTS, she worked in impact evaluation in Mexico and Latin America, assessing education and employment programs for government and nonprofit clients. Marlene’s research informs education policy through evaluation and measurement work in school choice, school finance, and multilingual education. Her dissertation asks where California’s supplemental funding for English Learners actually goes, how districts plan to spend it, and whether more targeted spending shows up in students’ English proficiency growth. She is committed to research that helps districts and local stakeholders understand what their decisions look like in practice, and put their resources where they will do the most good. Marlene holds a Master’s in Public Policy and a Bachelor’s in Economics.
